Dear Governor Brewer,

We are aware of the upcoming meeting of the Arizona Mexico Commission.

Since 2002, investors in the North Beach area of Rocky Point, Mexico have suffered losses due to fraudulent real estate
practices in that area.  I am the chairperson of a group of people who along with other groups invested several millions of
dollars over a ten year period of time in the “development” of North Beach.

Through the years we have written to the governors of Arizona and Mexico, congressional representatives and senators, the
Mexican Ambassador to the U. S., and several members of the U. S. State Department.  We hired legal representatives who
have been thwarted by the Mexican legal system, have gotten involved with the Arizona Real Estate Department and have
explored every avenue we could think of to achieve restitution and justice.  Our situation was exposed in the Arizona
Republic, Daily Star and on ABC 15 News. We tried to make the AMC aware of what was happening but never received any
response to our correspondence.  

The enclosed summary will explain our circumstances in more detail, although it hardly scratches the surface.  You will also
find attached a list of the people whom we contacted through the years.

Since there is a new Governor in Sonora, we feel it would be appropriate for us to make you aware of our situation so that you
could bring it up at the upcoming meeting.  If the AMC’s Mission Statement is heartfelt and not mere words, the fraud that we
have experienced should be of great interest to the AMC members.      

We have been fighting this battle since 2002.  We will not stop.  We have saved countless people countless amounts of money
by exposing potential real estate investors to the fraud that has been going on in Rocky Point.  Although a good part of the
problem in the real estate community in Puerto Penasco is due to the world economy, there is no doubt that our actions
slowed the buying frenzy well before the economy tanked.  The real estate agents/brokers were furious because of our
success in exposing the fraud to the media and through our website rockypointexposed.com and made concerted efforts to
curtail us.

We expect that you will work closely with the AMC in an effort to bring justice and eliminate the fraud that my group has
experienced for the past ten years to help insure that other Arizona residents do not suffer as so many of us already have and
to insure that the new Governor of Sonora is aware of the fact that we will continue to do all that we can to bring the facts to
light.

We are again making the Arizona Mexico Commission aware of our situation and hope that you will work closely with Margie
Emmermann in the hope of finding resolution to our situation.

We would welcome and appreciate the opportunity to meet with you or one of your representatives to discuss our situation in
more detail.

Dear Ms. Emmermann,

I am enclosing a copy of a letter sent to Governor Janice Brewer which will outline a situation that we ask be brought to the
attention of the AMC.

Although we contacted your organization several years ago and received no response, we are hopeful that you will take the
time to review our situation and understand how it has impacted the Arizona-Mexico relationship.  

The real estate fraud that started in 1999 in an area known as North Beach, 15 miles east of the town of  Puerto Penasco,
involved only one portion of North Beach,  a small group of people and a total investment of $1.2 million dollars.  It has grown
to over hundreds of investors, four areas of North Beach, and investments in the tens of millions of dollars.  The fraud has
recently expanded to the Encanto and Sandy Beach areas as well.

As you will see in the Summary accompanying this letter and our letter to Governor Brewer, promises were made by the
Sonoran officials to rectify the situation and indeed “to put criminals in jail and see that justice is done.”  The ball was dropped
after the second meeting referred to in the attached Summary and although I believe Mary Utley tried to arrange the third
promised meeting, the Sonoran officials made no attempt to meet with us again, as they had promised.  

I would be very happy to meet with you and answer any questions you may have.  If you wish, you can get a clearer picture of

positive news regarding any action your organization will take towards addressing this situation.

Governor Jan Brewer was meeting with the newly elected Sonora
Governor in December, 2009. We requested that she make him
aware of the on-going real estate fraud in Rocky Point.  We had
hoped for  a positive response from both governor's offices.

Several e-mails have been sent to Jan Brewers office as well as to the Arizona Mexico
Commission requesting some recognition or response to our letters outlining the problems
as described. All to no avail.

It would appear that the AMC's function is to look for excuses to rub shoulders with Mexican
officials, for what purpose, we've yet to determine. Certainly not to live up to their purported
mission statement regarding "quality of life for residents of Arizona".
